The Basic Rule: 26,001 lbs

In Texas (and all U.S. states, per federal FMCSA regulations), you need a CDL if your
combined gross vehicle weight rating (GCVWR) exceeds 26,001 lbs AND the vehicle
being towed has a GVWR over 10,001 lbs.

GCVWR = your truck’s GVWR + your trailer’s GVWR. This is based on the rated capacity, not the
actual weight you’re carrying. So even if your truck and empty trailer only weigh 15,000 lbs combined,
if the GVWR ratings add up to over 26,001, you’d need a CDL for commercial hauling.

Personal Use: No CDL Required (Almost Always)

For personal, non-commercial towing, Texas does NOT require a CDL regardless of weight. You can tow
a 40′ gooseneck flatbed with your personal truck to move your own equipment, haul your cattle to auction,
or transport your own construction materials without a CDL — as long as you’re not hauling for hire.

Farm exemption: Texas also provides a farm vehicle exemption for agricultural operations.
If you’re hauling livestock, farm equipment, or agricultural products within 150 miles of your farm,
